Police vacate News 24 premises, property passes to 'KAYO' - State

The Police and the Bailiff Service have requested News 24 to vacate the building in the former Autotraktor Factory, in Shkoza, Tirana. In the early hours of Saturday morning, they intervened to vacate the premises where the editorial offices of this television station operate.

The action was taken in compliance with a final decision of the Administrative Appeals Court. The media group's leaders call it an attack on free speech, while saying that the authorities' demand is that the building be transferred to the state-owned company "KAYO". 

Regarding this event, the State Attorney's Office reacted, explaining that the television station's 3-year lease for this building ended on May 22, 2022, and that on July 25, 2022, it was notified to vacate the premises. But this did not happen because the company initiated other legal proceedings.

In this decision, the court emphasized that the company's media activity is not affected, as it only concerns work environments that can be provided in other spaces, owned or rented.

The full statement of the State Attorney's Office:

In fulfillment of its constitutional and legal mission to protect the interests of the Republic of Albania, the State Attorney's Office informs the public opinion on the progress and conclusion of the legal proceedings conducted with the "Fokus Media News" Company, regarding the state-owned premises near the former "Automotive Spare Parts Factory", in cadastral zone no. 8170, held without legal title for more than three years, after the termination of the lease contract.

Upon the termination of the contract on May 22, 2022, the Ministry of Finance and Economy officially communicated to the company the request to vacate the premises by July 25, 2022, in accordance with the contractual deadlines. Despite this notification, the entity has not voluntarily surrendered the property, but has continued to hold it in violation of the law, initiating legal proceedings and requesting temporary security measures in order to prevent the execution of the obligation.

Since 2022, the case has been reviewed at all levels of the judiciary – the Court of First Instance, the Court of Appeal and the Supreme Court – and has also included four decisions on security measures. The most recent decision, dated July 14, 2025, issued by the Administrative Court of Appeal with a panel of three judges, confirmed the obligation to immediately vacate the premises. In this decision, the court emphasized that the media activity of the company is not affected, as it only concerns working premises that can be provided in other premises, owned or rented.

By Decision of the Council of Ministers No. 158, dated March 12, 2025, this property was transferred to the state company “KAYO” jsc, with the exclusive use according to its purpose, in this case for the co-production of motor vehicles. This strategic project aims to revitalize the domestic military industry, create jobs in the Shkoza area and guarantee national and economic security interests. Pending the aforementioned decision of the Administrative Appeals Court, state entities, including “KAYO” jsc, have not taken executive actions. Now, with the final rejection of the private party’s claims, legal procedures for taking actual possession of the property, which are currently underway, have continued, for the execution of the obligation specified in the court decisions and the release of the premises held after the termination of the contract.

The State Attorney's Office remains committed to pursuing every legal remedy available for the immediate execution of court decisions and the protection of state assets, as a non-negotiable obligation to citizens and the constitutional order.
