Albania-Kosovo electronic platform for energy trade - ALPEX: The new system will be transparent and modern
The Albanian Electricity Exchange sh.a-alpex has announced the opening of the tender for the construction of the Albania-Kosovo electronic trading and clearing platform for the electricity markets and the unification of the markets. The limit fund made available is 300 million lek.
The trading platform is a centralized electronic system, which facilitates ALPEX to fulfill its trading obligations as a market operator, for its wholesale electricity markets, for the two bidding zones of Albania and Kosovo.
Referring to the document in the Public Procurement Agency, the platform, together with its infrastructure and functionality, will ensure effective management of all processes related to trading. These processes will be implemented in such a way as to guarantee reliability, accuracy, security, and transparency.
The trading platform will also support both: market aggregation mode and separate market mode, for calculating results for each market time unit and for each market; day-ahead market and intraday continuous market. This platform will be based on advanced technology, which will allow for fast trade execution, low latency, and anonymity between other parties.
According to the document, the trading platform will have high availability to respond in a timely manner to any problems that may arise regarding its performance, and will have appropriate measures for back-up or reserve system, in case of failure of the main platform, so that all services are automatically switched to the reserve platform, without affecting the normal progress of trading. The trading platform will offer strong security and authorization controls, ensuring: data integrity, as well as effective control of all authorizations.
Using this application, the trading agent of an exchange member will have the opportunity to view the current status of all markets in the bidding zone and all published market data for his portfolios, including information on the opening and closing of gates; to view the current status of orders and trades that have been completed for this exchange member; to maintain his daily order and trade activity for no less than one month.
The trading platform must also interact with the clearing platform during trading. The clearing platform automatically receives information on reference prices and trading limits for each exchange member in real time. After the close of trading, the trading platform will send information to the clearing platform on completed trading transactions for each clearing account, for each exchange member and cross-border transactions.
The Albanian Electricity Exchange manages and operates the organized wholesale electricity market for the bidding zones of Albania and Kosovo. In the first 7 months of this year, around 986 thousand MWh of energy was traded with a transaction value estimated at around 116 million euros.
