Halving road fatalities by 2030/ New strategy: Measures for road infrastructure

“Halving the number of road accident fatalities by the end of the decade.” This is one of the objectives of the National Road Safety Strategy 2026–2030, published in the Official Gazette. The document aims to reduce the number of people who lose their lives on the country’s roads to around 99 fatalities per year by 2030, or 36 fatalities per million inhabitants, in line with the objectives of the European Union.

The strategy is based on the “Safe System” approach, which recognizes that human errors are inevitable and aims to organize infrastructure, vehicles and institutions in such a way that these errors do not result in loss of life or serious injury. The document emphasizes that road safety is not only the responsibility of drivers, but also of road designers, vehicle manufacturers, institutions and law enforcement bodies.

Meanwhile, to achieve the objective, the strategy foresees a series of measures, starting with improving road infrastructure standards and identifying high-risk accident points. A special focus is devoted to the protection of pedestrians, cyclists and motorcyclists, as the groups most exposed to accidents.

At the same time, the document provides for strengthening control over compliance with traffic rules, increasing the use of seat belts, helmets and child restraint systems, combined with public awareness campaigns.

Another pillar of the strategy is improving the collection and analysis of data on road accidents. According to the document, Albania currently has shortcomings in traffic monitoring and data integration by institutions, so it is envisaged to create a national database that will serve for planning and evaluating road safety policies.
