The pension agreement between Italy and Albania is now in its final stages. With its entry into force, starting from June 1, 2025, the dependence remains on the deadline for the Italian government to exchange the verbal 'note'.

For SCAN TV, Dritan Trimçev, Deputy Chairman of the "Diaspora 91-19" Association, said that the exchange of ratification instruments has been completed, which is an essential step in the international procedure. According to him, if the exchange of notes for entry into force is completed by April 30, 2025, then citizens will not be able to submit pension requests on June 1.

"The pension agreement between Italy and Albania is now in its final phase, towards its entry into force. After ratification by both countries and publication in the Official Gazette, the exchange of ratification instruments has been carried out, which is an essential step in the international procedure. Albania completed this process in July 2024, almost a year ago, while Italy in April 2025, through its Embassy in Tirana. On the same day, the Ministry for Europe and Foreign Affairs of Albania officially confirmed the receipt of the Italian note for the ratification of the agreement. Now is the final phase, which is the exchange of verbal notes to confirm the date of entry into force of the agreement. Specifically, the Embassy of Italy in Tirana must receive a verbal note and submit it to the Ministry of Foreign Affairs of Albania. For its part, the Albanian side will at the same time return an identical response to the Italian side. At this moment, the completion of the process depends on the Italian side, since the Italian side "has all the documents prepared for a very long time. If the exchange of grades for entry into force will be carried out by April 30, 2025, then citizens will not submit pension applications on June 1. If this date is not respected due to bureaucracy on the Italian side, the start of applications will be postponed to July 1, 2025," Trimchev said.

The pension agreement signed with Albania will cost the Italian budget 12 million euros in the first year of implementation and 1,387 people are expected to benefit. The recognition of contribution periods between Albania and Italy gives Albanian immigrants the opportunity to be treated with a pension in Italy and Albania at the same time.

There are about 550 thousand Albanian citizens and about 4 thousand Italian citizens, whose implementation will ensure the unification of contribution periods, making it possible for no working year to be lost.
