Procedural rules for electronic voting and counting approved - May 11 elections

The Regulatory Commission has approved the procedural rules for the process of electronic voting and counting using electronic voting and counting devices (EVDs) in elections. The approved decision determines the procedure for the delivery of EVDs to the relevant VCCs, where electronic voting and counting will be piloted by the CEC, along with the accompanying boxes that enable electronic voting, the minutes and adapted work documentation, and others.

Likewise, the RAC approved the work guidelines of the Electoral Administration Zone Commissions and Vote Counting Groups, for the elections to the Assembly of the Republic of Albania.

According to the published announcement by the CEC, the guidelines provide for the rules that must be applied at the vote counting site, as well as the preliminary actions of the CEAZ to begin the vote counting process.

The vote counting process has been clarified, and the steps that the CEAZ and GNV follow at each stage of the process have been defined, starting from the actions that the CEAZ and GNV perform to begin the vote counting process; Opening the ballot box; Counting the ballots; their evaluation, vote evaluation, contestation and vote re-evaluation.

The Regulator also decided that spare ballot boxes will be sent to each CEAZ for the administration of the Assembly elections on May 11, 2025. This decision was made due to the expanded content and the fact that the ballot paper has larger dimensions than those usually used.

As a result, in some polling stations, especially those with a high number of voters, difficulties may arise in depositing ballots in the ballot boxes currently in use by the CEC. Under these conditions, the capacity of the boxes may be insufficient to accommodate the number and size of ballots without causing operational problems or delays during the voting process.

This decision aims to guarantee the continuity and integrity of the voting process in cases where the standard ballot box is filled before the end of the process. It provides for the use of reserve ballot boxes and detailed rules for the documentation, verification and transparency of this process.
