"Direct payments per liter of milk and kg of meat" - Expert Papa: Change the subsidy scheme for livestock farmers

Direct support provided for livestock based on the number of heads that farmers have is not producing the expected effects, as despite the fact that it has been applied for years, the number of livestock has been continuously declining, as has the production of meat and milk.
Livestock expert, Prof. Lumturi Papa, emphasizes that it is urgent to change this scheme, by subsidizing per production unit and not per head, otherwise the decline will be unstoppable.
The 2025 Subsidy Scheme provided for support of 10 thousand lek per head for cattle and 5 thousand lek for calves, not less than 10 heads. For small livestock 1200 lek per head, for herds of not less than 100 sheep or goats. This year there was high interest in livestock, with 10,095 applications, of which 5670 are for small livestock and 4425 for cattle.
While currently AZHBR is in the phase of disbursing funds to beneficiary farmers. Referring to INSTAT data, as a result of the reduction in the number of livestock, for the year 2024, 95 thousand tons of milk have been collected in the Albanian territory, while compared to a year earlier, the quantity has decreased by 6.6. percent. While meat production has decreased by 3.8 percent.
