Implementation of JURONIX/Gogu begins: Transparency and citizens' access to justice increase

The Minister of Justice, Toni Gogu, participated yesterday in the activity organized by the High Judicial Council for the launch of the implementation phase of the JURONIX project, a joint investment supported by the Albanian government (9 million euros) and the Swedish government (2 million euros), which aims to digitally modernize the administration of justice and increase citizens' access to judicial services.
In his speech, the minister emphasized that the digitalization of justice is not simply technological modernization, but a direct instrument to achieve three fundamental objectives of public policies in the field of justice: strengthening procedural guarantees and human rights, increasing the efficiency of the system, and codifying and modernizing the legal framework in accordance with the European Union acquis.
Gogu underlined the importance of the citizen's real experience in the system, linking modernization to due process and effective access to justice.
"Due process, equality of arms, procedural transparency and the right to be heard are pillars of the rule of law. When case management becomes more structured, more traceable and more institutionally controllable, the standard of human rights protection increases and access to justice is strengthened," he said.
Focusing on the performance of the system and the expectations of citizens and businesses for timely decision-making, the minister emphasized that "efficiency is not just a technological luxury, but is the condition for justice to be truly accessible."
Along the same lines, the Minister noted that digital modernization must go hand in hand with the modernization of the legal framework, to increase legal certainty and advance the country's European path.
"The modernisation of the administration of justice goes hand in hand with the modernisation of the legal framework. The aim is to increase legal certainty and continuous harmonisation with the European Union acquis", said Gogu.
The Minister guaranteed that the Ministry of Justice will be an active partner throughout the implementation of JURONIX: playing the role of coordinator, policymaker and standards seeker in the justice system; supporting inter-institutional coordination, capacity building and respect for data security and protection standards, in order for this investment to bring tangible benefits to the citizen and increase trust in justice.
The 'JURONIX' project is an advanced platform that aims at the digital transformation of the administration of justice and increasing the transparency, efficiency and reliability of judicial processes. The project has completed the initiation, analysis and planning phases and has entered the execution and implementation phase of the main components. The platform is supported by modern infrastructure, with high security and data protection standards in accordance with the GDPR (EU data protection regulation), as well as service continuity mechanisms. In parallel, the process of digitizing judicial archives has transformed over 12.9 million pages of documents into digital format, creating a searchable and integrated archive.
