The deputies of the majority parliamentary group, members of the Special Parliamentary Committee for Administrative-Territorial Reform, have forwarded the proposal for the Administrative-Territorial Reform 2.0 to the mayors and municipal councils.

The proposed model maintains the municipality as the only unit of local self-government, with a mayor, a council, an administration and a single budget, while in the internal organization of municipalities, a new level of local organization is created: "City".

In this way, the current “Municipality – Administrative Unit” scheme is replaced with the “Municipality – City – Administrative Unit” scheme. The city takes on a clearer role in planning, representation and organizing services, with a vice-mayor responsible for administrative coordination.

In practice, 28 municipalities are consolidated into 13 new municipalities. This consolidation reduces the total number of municipalities from 61 to 46. The new structure will consist of 46 municipalities, 71 constituent cities and 387 administrative units, while 20 municipalities will have more than one city.

Also, 225 thousand residents are directly involved in the merging municipalities. The SP also emphasizes that 60 days will be the deadline for the municipalities to review the proposal and consult citizens.

According to the SP proposal, Berat merges with Dimal and Poliçan, creating a municipality with around 99,129 inhabitants, while Elbasan merges with Cërriku and Belshi, reaching around 157,387 inhabitants. All existing administrative units are preserved in full, along with their names and symbols.

The new municipalities range from about 11 thousand inhabitants in the Pukë–Fushë-Arrëz municipality, to about 157 thousand inhabitants in the expanded Elbasan.

The proposed new municipalities are: Mat municipality, from the merger of Klos and Mat; Kavajë municipality, from the merger of Rrogozhina and Kavajë; Fier municipality, from the merger of Patos and Fier municipalities; Lushnje municipality, from the merger of Divjaka and Lushnje; Vlorë municipality, from the merger of Selenica and Vlorë; Korçë municipality, from the merger of Maliq and Korçë; Përmet municipality, from the merger of Këlcyrë and Përmet; Tepelenë municipality, from the merger of Memaliaj and Tepelena; Gjirokastër municipality, from the merger of Libohova and Gjirokastër; and Librazhd municipality, from the merger of Prrenjas and Librazhd.

Municipalities such as Pusteci, Finiqi, Dropulli, Tropoja, Hasi, Skrapari and Konispoli are preserved and treated as special cases, despite their financial and demographic indicators. The majority has also invited the opposition to review this package with state responsibility and support it together with the majority in the fall.
