In focus, pensions, infrastructure and the army - Work begins on drafting the 2026 budget, which are the sectors that will be financed the most

The Albanian government has officially launched the process for drafting the 2026 State Budget, the most important financial document of the year that determines how public funds will be distributed and what the country's economic priorities will be.
Referring to sources from the Ministry of Finance, the working groups are in the analysis phase, reviewing revenues, expenditures and economic growth projections for the coming year.
The funds will be distributed to 16 ministries, up from 12 so far.
Referring to the medium-term budget document, until 2028, the bulk of the budget for next year will go to health and social protection, infrastructure and energy, education, pensions, employment programs, and strengthening the army.
Education is expected to be one of the sectors with the largest increase in funding. This is due to planned salary increases for teachers and new investments in school infrastructure, with the aim of improving teaching conditions across the country.
Along the same lines, the healthcare sector will benefit from significant budget increases. Part of the plan is the modernization of regional hospitals, increased support for young doctors, and investment in modern medical equipment.
Another important pillar of the upcoming budget is infrastructure, with a focus on improving national and regional roads, and financing ongoing and new projects.
Defense spending will also receive increased attention, mainly the combat forces will have an increase in the budget, fulfilling Albania's obligations to NATO for a budget above 2% of GDP for the military.
Despite the planned increase in investments, the government has confirmed that it will continue fiscal discipline and the gradual reduction of public debt. The aim is to maintain financial stability and strengthen the credibility of the Albanian economy in international markets.
Over the coming weeks, line ministries, local governments, and economic partners will have the opportunity to present their funding needs.
The first draft of the budget is expected to be published in November, while final approval in the Assembly is intended to take place before the end of the year.
