After a 1-month postponement, the European Bank for Reconstruction and Development has concluded the first phase of the tender for the construction of the Vora - Hani i Hotit railway. The public procurement procedure was opened in December and according to the deadlines, interested companies could submit bids until January 24, 2025, but then the EBRD announced the extension of the deadline until February 24.

Meanwhile, the latest update on the EBRD's public procurement website shows that the expression of interest from interested companies has closed. This was a pre-qualification phase, meaning that companies that pass this first phase will be invited to bid in a second phase, until the company that will implement the works is selected.

With the conclusion of the tender procedures and the conclusion of the contract, the way is opened for the implementation of works for one of the most important railway projects in the country.

As previously announced, the main works will include the modernization of approximately 120 km of permanent road between Vora and Hani i Hoti to achieve a maximum operating speed of 100–120 km/h.

They will include widening up to 6.6 m and strengthening of the formation, replacement or rehabilitation of around 12 main bridges, plus other small bridges and canals, as well as widening and modernisation of the Lezha tunnel. The superstructure will also be replaced, as well as the construction, replacement or rehabilitation of around 13 stations.

The total cost for the rehabilitation of the railway line that will connect Albania with Montenegro is 368 million euros and is co-financed with loans provided by the European Investment Bank and the European Bank for Reconstruction and Development, a grant from the European Union and the Albanian government that will cover the cost of any land relocation, resettlement, and taxes necessary to finalize the project.
