Muzhaqi: Youth Law harmonized with EU standards

The Minister of State for Youth and Children, Bora Muzhaqi, presented today in the Parliament the draft law for several amendments to Law No. 75/2019 "On Youth".

Minister Muzhaqi stated that this draft law comes as a promise kept to young people, as well as to conclude a four-year cycle of reforms in the field of youth, which have made youth the focus of policymaking, at the local and national levels.

"Over the last 4 years, as a result of the approval of the bylaws of the Youth Law, a network of structures, institutions, and programs that support young people in various fields have been established and are functioning, and tangible results have been achieved, and of course the presentation of the legal changes today would not be complete without mentioning the achievements of this 4-year period in the field of youth, as well as the reasons that have brought us here today with these legal changes," said Muzhaqi.

According to Minister Muzhaqi, the draft law on youth contains a number of innovations and priorities in support of youth for the protection and promotion of youth rights in a comprehensive manner.

This draft law introduces three youth programs that will help support and activate young people.

1- National Internship Program, An existing program that will come with a new approach, similar to European programs. For the first time, interns in public institutions will receive a nutritional treatment during the 3-month internship. This program will also include training in digital and interpersonal skills for the first time, preparing 600 young people each year for the labor market. Young people will have the opportunity to develop professionally by developing their first work experience, as well as being financially supported during the internship.

2- The Youth Talent Program will support young people in cultivating and promoting their talent in the fields of art, culture, education, science, technology and sports, by covering the costs of participation in official international competitions and activities, as well as providing financial rewards, based on the evaluation and results achieved by young people in these international competitions and activities.

3- The Community Initiatives Program will empower young people to implement small projects that improve the lives of their local community, such as in schools, universities or cities. AKR funding will cover creative and transformative ideas implemented by young people themselves, whether they are part of a local youth council or informal youth groups with a desire to make a difference.

The draft law introduces the concept of the youth center, as a legal entity, aiming to deepen the cooperation between municipalities and youth organizations and for young people in the creation of well-functioning and financially sustainable youth centers, as well as increasing the opportunities for their establishment throughout the country. The proposed regulations aim to increase the possibility of youth centers to benefit from funding from foreign donors and applications in international projects.

The draft law regulates the recognition and definition of the competencies and professional training that youth workers must have. The draft law also paves the way for AKR support for the participation of sector employees who want to be certified as youth workers in the professional programs that will be created according to the law.

Minister Muzhaqi announced that " thanks to our investments, 15 youth centers and libraries are already serving 230,000 young people. With the new law, this number will increase to 250,000 by 2025, expanding opportunities for young people across the country."

"Today is the last session before the general elections of May 11 and I believe that in this context, this draft law gives everyone the opportunity to make an act that is both political and civic by voting in favor of this draft law that is entirely and in every point of it, for the good and in support of the interests of Albanian youth," said the minister.

There is no room for excuses or other justifications, so I invite you to vote for this bill for every young person you know, to leave a positive mark on their future," concluded Muzhaqi.
