Minister Delina Ibrahimaj introduces the new Chief Inspector General, Dashnor

The Minister of Economy and Innovation, Delina Ibrahimaj, today introduced Dashnor Sula to the position of Chief Inspector General, at the head of the Central Inspectorate. In her speech, Minister Ibrahimaj praised the many years of contribution of the former Chief Inspector, Mr. Hajdari, emphasizing that the reform of the inspection system is a process that has been underway for years, which has now entered a new phase of implementation, after the adoption of the new law "On Inspections". According to her, the General Inspectorate has a key role as a coordinating institution of the entire inspection system, which continues to face challenges and requires continuous improvement. The Minister underlined that in the new governing mandate, the government's vision is for business to see the state and public institutions as partners. "Inspections should not have the logic of punishment, but that of improvement, aiming at the best possible fulfillment of legislation and increasing the quality of services and products offered on the market", underlined Ms. Ibrahimaj.

Focusing on the content of the reform, Ms. Ibrahimaj emphasized that the new law provides for recommendatory measures as a first step before penalties, as well as a clear separation of functions to avoid conflicts of interest in imposing and reviewing fines. These processes are now being managed by the General Inspectorate, giving concrete implementation to the reform.

Another important pillar of the reform, according to the minister, is the professionalization of the inspectorate through a sustainable recruitment and training system, as well as the construction of systems based on risk analysis and digitalization, with the aim of increasing transparency and strengthening the credibility of inspection institutions.

In this context, Minister Ibrahimaj expressed confidence that the long administrative and political experience of Mr. Dashnor Sula will contribute to the completion of the reform and the strengthening of the state-business relationship, in accordance with European standards. For his part, the Chief Inspector General, Dashnor Sula, appreciated the trust given and emphasized that dedication, integrity and justice will be the guiding principles of his work. He underlined the importance of respecting honest business, strengthening systems and institutional cooperation to guarantee a fair, transparent and effective inspection system. Minister Ibrahimaj emphasized that the coming year will be decisive for the completion of the inspection reform, the reorganization of inspectorates and the full functionalization of new systems in the service of businesses and citizens.
