Government meeting, decisions and draft laws approved by ministers today are published
The Media and Information Agency has published the decisions and draft laws approved at today's government meeting, dated May 20, 2026. They are:
*Determining the manner of organization and functioning of the market for fishery and aquaculture products and approving the form and content of production and marketing plans. Producer organizations and cross-sectoral organizations may benefit from financial support from the Ministry's support measures scheme.
*Determining the rules, principles, procedure and methodology for calculating payments made by beneficiary public institutions to the company "Albanian Digital Solution", sh.a., for services in the field of information and communication technology as well as the implementation of cybersecurity measures, provided on the basis of service contracts and/or service level agreements.
*Approval of the rules and procedures for connection to the distribution network for renewable energy self-producers and their compensation scheme, based on the net billing methodology. The Distribution System Operator (DSO, sh.a.), the Energy Regulatory Authority and the Universal Service Provider, sh.a., are responsible for the implementation of this decision.
*Approval of the construction of the photovoltaic power generation plant and ancillary works, which is not subject to concession and does not benefit from support measures, located in cadastral zone 2806, Saranda administrative unit, Saranda Municipality, Vlora District, by the company "PARK SOL ENERGY", sh.pk.
*Approval of the construction of a photovoltaic power generation plant and ancillary works, which is not subject to concession and does not benefit from support measures, located in cadastral zone 3268, Savër village, Lushnje administrative unit, Lushnje Municipality, Fier District, by the company "3X ENERGY".
*Approval of the construction of a photovoltaic power generation plant and ancillary works, which is not subject to concession and does not benefit from support measures, located in cadastral zones 3572, 3584 and 3619, in the administrative unit of Tërpan, Municipality of Poliçan, Berat District, by the company "X ONE", sh.pk.
*Approval of the list of winning projects financed for 2026 from the dam fund. The Ministry of Finance, the Ministry of Defense, the National Civil Protection Agency and local self-government units are charged with the implementation of this decision.
*Expropriation, in the public interest, of the owners of real estate, private property, affected by the implementation of the project "Improvement of infrastructure, mainly in informal areas, "Reconstruction of the existing condition of the "Arif Dardha" road", in cadastral area 8527", Elbasan Municipality.
*Expropriation, in the public interest, of the owners of real estate, private property, affected by the implementation of the project "Expansion of the Elbasan - Përrenjas - Qafëthanë exit road segment (phase II)".
*Expropriation, in the public interest, of the owners of real estate, private property, affected by the implementation of the project "Symptoms of the square and construction of the fruit and vegetable market in the "Skënder Libohova" neighborhood, "Pavarësia" street, Lushnje Municipality".
*Appointment of six members to the National Council of Pre-University Education, selected through public competition. Aida Goga; Majlinda Ziu; Rudina Osmanaj; Tatjana Pone; Blerina Lala and Refik Çela.
*Transfer to the ownership of the Municipality of Tirana of state-owned real estate in cadastral zones 3866 and 2105, located in Kashar, Municipality of Tirana, part of the list of properties declared "Technology and Economic Development Zone (TEDA) Tirana", according to data from property cards and cadastral maps.
*Transfer to the ownership of the Municipality of Gjirokastra of property no. 10/175, located in cadastral zone 8542, according to the survey form and plan for use as a multifunctional cultural and technological center.
