"Waste will no longer be managed by municipalities" - Rama announces the creation of the National Operator for Waste Treatment
The "National Operator for Waste Treatment" is expected to be established soon. Prime Minister Edi Rama made the statement during the event on the Integrated Waste Treatment Reform.
"I wish that everyone, without exception, at all levels and throughout the territory, who has a public function as an elected official or as an employee of this state, related to all environmental issues, be aware that this is the most challenging chapter of the negotiations and the most challenging aspect of our EU membership.
I regret to say that, while we have noted with satisfaction a further improvement in all cleaning processes, we do not notice any kind of awareness on the part of citizens in relation to keeping the territory clean, and we do not notice any significant improvements in waste treatment either.
"In these conditions, taking into account all the steps taken, the relevant delays, and looking at other countries, we will bring forward a new package of reforms and measures, which the minister will explain in more detail, but which I must first mention is the new draft law on integrated waste management, where we have foreseen the creation of the National Waste Treatment Operator, a new agency, institution, enterprise that will be available to the entire republic, of course to local governments, citizens, and this mission for EU membership, centralizing the entire waste treatment process, which will no longer be a process administered by municipalities, but by this national operator," said Rama.
