Facilities at road border points - Transport Community, request for Qafë Thanë, Hani i Hotit and Kakavija

The latest report of the Transport Community highlights progress, but also challenges that remain open regarding measures to improve efficiency at our country's road border crossings.
According to the report, following the establishment of the “one-stop” system at the Qafë Thane Border Crossing Point with North Macedonia in August 2023, the authorities of both countries should intensify work on the full implementation of the infrastructure protocol and the agreement on the joint border crossing. “The implementation of this measure, supported by the governments of both countries and the World Bank, aims to facilitate trade, increase the competitiveness of companies, reduce waiting times at the border and strengthen cooperation and trust, thus contributing to improving border security and reducing corruption,” the report states, among other things.
Meanwhile, as part of the “Green Corridors” initiative, technical plans have been prepared for five border crossings within the Western Balkans, including Qafë Thana and Morina. However, it is noted that the proposed interventions for Qafë Thana are not covered by the first phase of the World Bank project.
On the other hand, the report highlights a lack of progress in Albania-Montenegro cooperation regarding the joint border crossing point Hani i Hotit/Bozhaj, as discussions on the joint control model have been discontinued since the previous Action Plan, despite its inclusion in the new 2025–2027 plan.
Meanwhile, the Transport Community recommends deepening the joint control model at Qafë Thanë, completing the modernization of the border crossing point, and preparing new projects for Kakavija. The report also encourages reaching an agreement on joint control at Hani i Hotit and assessing the possibility of opening a joint customs point at Murriqan for freight traffic. Albanian institutions are also invited to strengthen administrative capacities and simplify border procedures in line with the “Green Corridors” initiative.
