Media conference, Kumbaro: Towards the conclusion of chapters 25 and 26 of the accession

Minister of Education Mirela Kumbaro held a press conference today with journalists covering education issues in the media to share some of the priorities, achievements and initiatives in education. She began the communication by updating the work on the two education chapters in the completion of negotiations with the European Union.
"I want to start from this second one, namely chapter 26 - where we have almost fulfilled all the milestones. Specifically, it has already been created by Decision of the Council of Ministers. The Central Inspectorate of Pre-University Education. We have the Action Plan for Digital Education 2025-2030, where even through television chronicles you have had a very important role in providing this information. The State Higher Education Database (SMIAL) has been launched, which is a database that has been used since July 2025, which tracks online study activity from grades to classifications. We have the action plan for higher education and the integrity plan. And also, we have approved in the Government the law for the establishment of the National Agency for Educational Services, and with the approval of the law in Parliament, we meet 100% of the final milestones in relation to the integration process."
Regarding Chapter 25, Minister Kumbaro said that we are in the phase of full advancement:
"The by-laws of the Law on Scientific Research have been approved. We are gradually increasing the budget dedicated to scientific research. The package of by-laws has been closed, which has increased to 0.3% of GDP and we are required to increase it to 1% of Gross Domestic Product in 2030. The action plan for the European Innovation Scoreboard has been approved. We also have, among other things, the ACRIS platform, the register of scientific qualifications ," said the minister.
Work on the fulfillment of chapters 25-26 continues according to the calendar, as part of the Chapter 3 group of negotiations with the EU.
