OBP at the high-level seminar at the British Embassy - Public Procurement as an Instrument of Economic Security

The Centralized Purchasing Operator (CPO) participated in the high-level seminar held at the British Embassy in Tirana, focused on economic security, investment and public procurement, with the participation of UK government experts.
The participation of the OBP in this activity constitutes a direct assessment of the role and credibility built by the institution in the management of public procurement procedures, including those with international funds. This cooperation confirms that public procurement today is no longer simply an administrative function, but an important instrument for guaranteeing economic security, managing risks in key sectors and strengthening institutional transparency and integrity.
The presence of the OBP Administrator, Arlinda Pogaj, accompanied by the Head of the Technical Directorate, Arjeta Mustafa, at this seminar with experts from the United Kingdom government comes at a time when the Centralized Purchasing Operator has further consolidated its role in the public procurement system.
Over a period of 23 months, as of April 25, 2024, the OBP has published around 1,100 procurement procedures for 222 public institutions, including the central administration, subordinate agencies, as well as authorities in important sectors such as education, health, and security.
This indicator reflects not only the expansion of OBP services, but also the increased trust of public institutions in this centralized procurement model, which aims to increase efficiency, standardization and transparency in the use of public funds.
At the same time, more and more institutions, including municipalities and their subordinate structures, are relying on the standardized catalogs and criteria prepared by the OBP for the development of procurement procedures. This approach contributes to the unification of standards, improving the quality of tender documents and creating clearer, comparable and more efficient processes.
Participation in the British Embassy seminar is further evidence of OBP's positioning as a key actor in the reform and modernization of public procurement in Albania.
OBP remains committed to continuing on this path, strengthening institutional integrity, continuously improving standards, and building new partnerships that support economic development and good governance.
