Maritime companies will report on greenhouse gases - New rules for ships, CO₂, methane and N₂O emissions will be monitored

Shipping companies will have to monitor and report greenhouse gas emissions from ships operating through Albanian ports. The obligations are set out in a draft decision issued for public consultation by the Ministry of Infrastructure and Energy, which aims to establish a standardized system for monitoring, reporting and verifying emissions from maritime transport.
The regulation covers commercial vessels for the transport of goods and passengers, with gross tonnage from 400 GT and above, as well as offshore vessels. The gases to be monitored are carbon dioxide, methane and nitrogen dioxide.
According to the draft act, companies must draw up a monitoring plan for each ship, which defines how emissions will be measured and reported. The plans will be checked by accredited verifiers and then approved by the General Maritime Directorate. The monitoring will include emissions from fuel combustion both during navigation and while the ships are in port.
For each voyage, the amount and type of fuel consumed, greenhouse gases emitted, distance traveled, time spent at sea, cargo and transport activity will be recorded, among other things. Meanwhile, the data will also be summarized on an annual basis.
The implementation of the new system will also have costs for companies. The report accompanying the draft decision estimates that, when it is necessary to employ a technical employee for monitoring and reporting, the cost could reach around 1.3–1.5 million lek per year. Meanwhile, no additional financial costs are foreseen for the state budget, since according to the report, the General Maritime Directorate has the capacities and human resources necessary for the implementation of the system.
