Production-based farmer subsidy requested - Salla: Does not apply in the EU. We

The opposition is demanding a review of the subsidy scheme for farmers, suggesting direct payments for production, arguing that the current scheme has not produced the expected effects. The suggestion was made in the Agriculture Committee, during discussions of the budget for this sector for 2026.

"The subsidy scheme is a failure. It is not support for 100 liters of oil, nor 1000 liters of oil, but support for production and not surface area. If I don't produce, why do I get the fuel? Let the one who goes, works hard, get it. Why is this scheme not applied that is in the countries of the region and is functional. We will go to the EU when we have some standards."

But the Minister of Agriculture has emphasized that this scheme will not change, but the range of beneficiaries will be expanded.

"The scheme is a direct payment plus investments. The EU scheme does not have any scheme that provides for payments on production. We have about 71 thousand farmers who have submitted applications. In 2026 there is a call where we will review the scheme and the opportunity we will give to farmers in several different directions, we will be together with all farmers, where in addition to having a consultation with them, we will adapt the schemes according to needs."

On the other hand, it is also suggested to review the VAT scheme for farmers with the argument that the 10 percent compensation will not change their situation again. The budget for agriculture next year will be at the level of 16.2 billion lek and has increased by 1.6 billion lek compared to 2025.
