National Fund for Energy Efficiency/ The draft law foresees the establishment of a structure that will manage investments in energy saving

The draft law "On Energy Efficiency" provides for the creation of the National Fund for Energy Efficiency, a structure that will manage financial resources to support investments in energy saving, from public buildings to low-income families.
The Fund is expected to have its own governing bodies, including a Governing Council and an Executive Director, who will set funding priorities, approve projects and ensure that investments are oriented towards real energy savings. Financial resources will come from donations, tariffs, revolving funds and international programs, administered according to by-laws.
This development is directly in line with the expectations of the Energy Community, which has criticized for years the lack of a financial instrument dedicated to efficiency in Albania. Even a recent report by this institution on energy poverty highlighted that our country has large gaps in financing energy saving measures, especially for low-income families, and that the creation of a national fund is a necessity to mobilize investments and promote energy renovation of housing.
Meanwhile, the draft released for public consultation foresees that the Fund will have an important role in developing energy saving programs, reducing emissions, and supporting vulnerable groups, directly linking it to national energy and climate objectives.
