"Tender winners, highest bids" - KPP overturns decisions, saving over 672 million lek from the budget

During 2025, public institutions continued to award tenders to economic operators with higher bids, risking increased costs for the state budget. However, the intervention of the Public Procurement Commission has avoided these payments, resulting in significant financial savings.
According to the annual report, during 2025, the KPP contributed to the savings of around 672 million lek excluding VAT, as a result of reviewing complaints and overturning decisions of contracting authorities in cases where violations were found in the bid evaluation process.
During the period 1 January – 31 December 2025, a total of 1197 complaints were registered with the Public Procurement Commission, of which 1188 were related to public procurement procedures. The majority of them relate to the bid evaluation phase, accounting for about 63.4% of the total, while about 36% are complaints about tender documents.
In total, 1152 complaints were reviewed, where in 291 cases the Commission requested contracting authorities to make modifications in decision-making, which indicates a high level of intervention in procurement processes, with a direct impact on the correctness of the use of public funds.
The data also shows that the CPC has improved efficiency in reviewing complaints. The average decision-making time has decreased to 10 days, from 12 days a year ago, while the level of complaints reviewed outside the deadline has decreased to 8.9%.
