"Tax liabilities older than 10 years are forgiven"/ From Fiscal Peace to 30 billion lek per year in tax revenues, Rama 4's objectives
Tax liabilities older than 10 years will be forgiven and a new scheme for repaying debts of the last 10 years with reduced percentages will be implemented through the "Fiscal Peace" 2026–2029. In the fourth government mandate, a new chapter of cooperation with Albanian entrepreneurship will be opened through multi-year tax relief agreements and the encouragement of regular declarations.
Fiscal peace will be an agreement between the Tax Administration and businesses generated with the help of Artificial Intelligence, which avoids tax audits, improves the business climate, but on the other hand guarantees the collection of tax obligations.
The government program aims to continue the 0% tax policy for small businesses until 2029, as well as implement the real estate tax reform, moving to a new system based on real market value through price updates, massive revaluation of assets and the Fiscal Cadastre.
Tax revenues will increase by over 30 billion lek per year through expanding the tax base without increasing the fiscal burden, through the digitalization of services, and the continuation of the fight against informality.
Also, artificial intelligence will be applied to tax and customs systems to identify anomalies in real time, increasing transparency, reducing evasion, and speeding up procedures for citizens and businesses.
