Elbasan-Qafë Thane and Unaza e Tirana, additional 36 million euros - Changes in the budget/ The government redistributes more than 500 million euros
Through a normative act, at the end of the year, the government has decided to redistribute about 50 billion ALL or 500 million euros between budget, current and capital expenditure items, with the aim of achieving the most complete realization of public expenditure for 2024, while it is foreseen keeping the budget income unchanged at the total level.
As for capital expenditures specifically, they are revised down by about 18.3 billion ALL in total, where projects with internal financing are reduced by about 7.1 billion ALL mainly in projects, which have had slow progress and performed procurement procedures late .
While capital expenditures with foreign loan financing are reduced by 8 billion lek, reflecting the slow progress of works in some projects, mainly in the defense sector, while projects with foreign financing in the form of grants represent a saving of about 3.2 billion lek as a result of non-realization mainly in the Ministry of Defense and the Ministry of Agriculture.
On the other hand, additional financing (net) is foreseen for the Ministry of Infrastructure and Energy, in the amount of about 3.6 billion lek, in order to meet the needs of the projects with internal financing, which had a good physical performance during 2024, mainly the projects of the Great Ring Road of Tirana, the lots of the Elbasan - Qafëthanë road, etc.; additional financing in the amount of 240 million lek for the Ministry for Europe and Foreign Affairs, in order to purchase the building of the Embassy of the Republic of Albania in Brussels.
The fund for the pension bonus in the spring has been allocated in the amount of 6.3 billion ALL and 2.2 billion ALL goes to the financial support of some vulnerable categories.
The Ministry of Defense will have additional funds in the amount of 1.1 billion lek in order to cover financial obligations to NATO and military missions abroad.
Additional funds in the amount of ALL 1.6 billion have been allocated to the Ministry of the Interior, in order to cover the expenses of the State Police for food compensation, overtime hours/diet/fuel within the intensive tourist season.
Also, an additional amount of 2.6 billion lek of funds has been set for the National Agency for National Insurance, in order to pay off obligations under contracts for the maintenance of government IT systems and service payments from Microsoft. In this normative act, an increase of about 1.6 billion ALL is also proposed
of the budget transfer of the local government, in order to pay off the arrears.
