The government will receive a loan worth 76.9 million euros with the aim of digitizing services in 61 municipalities in the country, to provide more transparency and convenience for citizens.

The draft law on the "ratification of the loan agreement between the Republic of Albania and the International Bank for Reconstruction and Development, for additional financing in the amount of 76.9 million euros for the "Action of providing focused and comprehensive user services" has been submitted for approval to the Albanian Parliament.

But how will this funding be used specifically? Referring to the draft law in question, the general objective of this program is the further development of e-government, with the aim of improving local services to increase their quality; Digitalization of local services and their integration into e-albania 2.0; Digitalization of internal administrative processes of the work of municipalities; Improvement of the financial management information system (AFMIS), including extension to the local level; as well as modernization of procurement procedures for economic operators and contracting authorities, in accordance with the amendments to the public procurement law.

The program aims to modernize and digitalize public administration at the local level, facilitating the interaction of citizens and businesses with municipalities, as well as reducing bureaucracy and waiting times.

The integration of local services into e-Albania 2.0 will enable fast and secure access for citizens and businesses to a wide range of local electronic services, with the same standard and quality as the central administration's electronic services.

A modern electronic procurement system with artificial intelligence will be established, which responds to the needs of institutions and businesses more effectively, with the aim of increasing participation in procurement processes, saving time and reducing financial costs for the preparation and evaluation of documentation, as well as ensuring fair competition between economic operators in the tender.

According to the draft, the integration of artificial intelligence into the electronic public procurement system will increase the transparency and efficiency of procurement procedures, by automating processes, accelerating and facilitating them, as well as minimizing human errors.
