Customs, digital systems according to EU standards - New strategy, what changes

The new strategy for digital customs systems, according to European Union standards, is expected to be launched for public consultation soon.

The General Directorate of Customs, in cooperation with the National Information Society Agency (AKSHI), the United Nations Conference on Trade and Development (UNCTAD) and with the assistance of the Directorate General for Taxation and Customs Union (DG Taxud) of the EC, is drafting the Strategy for the Development of IT Systems within the framework of EU integration.

The next meeting of the Permanent Working Group was held at the General Directorate of Customs, with a focus on three main pillars: Central trans-European systems - such as the exchange of customs certificates, import control, risk management, etc.

Trans-European decentralised systems – including the New Computerised Transit System (NCTS) which is a Europe-wide digital system designed to provide better management and control of goods under European Union Transit and Common Transit, as well as the centralised customs clearance system.

The focus has also been on national systems – which are developed by the candidate countries themselves, such as notification of arrival, temporary storage and the national import system.

This process is closely linked to Chapter 29 - Customs Union, where the priority remains the approximation of legislation and IT systems to EU standards, for a modern and unified customs with the European common market.

But what will be the business benefits from implementing this strategy? Simplification and acceleration of procedures, minimization of physical documents, acceleration of the import/export process thanks to electronic certificates.

Transparency and less bureaucracy. Better risk and cost management as intelligent systems help businesses have more predictable procedures and fewer delays mean fewer additional storage and transportation costs.

Adaptation to EU standards brings Albanian businesses closer to international partners, increases the credibility of Albanian products and services in foreign markets.

The new systems also create more opportunities for expansion as participation in international markets is facilitated through unified systems and customs procedures become clearer and comparable to those of the EU.
