Customs strengthens control over excise products/ Fiscal stamps with unique

The General Directorate of Customs held a meeting with representatives of ALBTrace CO sh.a. and economic operators from the tobacco, alcoholic beverages and other excise products sectors, in the framework of the implementation of the improved fiscal stamp system.

The new system came into effect on July 1, 2026 and aims to modernize the administration of fiscal stamps, combining physical security elements with digital technology.

At the meeting, the Director General of Customs, Besmir Beja, emphasized the importance of effective and coordinated implementation of the system, with the aim of increasing efficiency for economic operators and strengthening the control and traceability of excise products.

One of the main innovations is the provision of each fiscal stamp with a unique digital identifier, which is linked to the relevant product data. This enables the tracking and verification of the product throughout its circulation cycle.

The administration processes, from ordering and supply to activation and monitoring, are also digitalized. For stamps supplied on a roll, activation can be performed by scanning the first and last stamp of an interval, recording the stamps used in the system.

Another change is related to fiscal stamps for tobacco products. Under the new system, ALBTrace CO sh.a. provides economic operators with pre-cut and ready-to-use stamps, eliminating the need for further processing by the entities themselves.

Another innovation is the possibility for the consumer to verify the authenticity of the product. Through the public ALBConnect application, the stamp's unique digital identifier can be scanned to check in real time the authenticity and available information about the product.

The application also offers the possibility of reporting suspicious cases or potentially counterfeit products, giving the consumer a more active role in market control.

During the meeting, economic operators raised issues related to the supply and format of stamps, damage during use, product identification, as well as activation and verification processes.

The General Directorate of Customs stated that it will continue monitoring the system, dialogue with economic operators and providing training, with the aim of implementing the new system as efficiently as possible.

According to Customs, the modernization of fiscal stamps aims to bring more fiscal control, transparency and traceability of excise products, while consumers are given the opportunity for the first time to directly verify the authenticity of the product they purchase.
