How much domestic debt has the government taken on in 7 months? - 258.5 billion lek of securities sold, more than in the same period in 2025

The Ministry of Finance has sold 258.5 billion lek of government securities from the beginning of the year until July. The data shows that the government has auctioned 1.2 billion lek of treasury bills and bonds more than in the first seven months of last year. This shows that the government has had a greater need to take on domestic debt.
Treasury bills turn out to be the most issued instrument during 2026, while January and March have marked record issuance values compared to other months.
The sale of government securities is carried out in the primary and secondary markets. In the primary market, the government sells the securities for the first time and receives money directly from investors. This market is mainly attended by commercial banks, financial institutions and, in some cases, other institutional investors.
Once these securities have been purchased in the primary market, they can be further traded in the secondary market. This is the market where previously issued debt securities can be bought and sold between banks, financial institutions, or other investors, without the government being directly involved in the transaction.
According to a report by the Ministry of Finance for July, the average yield of competitive bids for 12-month treasury bills due in July 2026 closed at 2.67%.
Regarding the secondary market, 2 transactions were carried out by market development banks. The total trading value reached 9.9 million lek.
On the other hand, in August 2026, the Ministry of Finance plans to issue 27.5 billion lek through 7 auctions, of which 15.5 billion lek are Treasury Bills and 12.2 billion lek are Bonds.
