Income declaration, from fines to account blocking - Deadline March 31/ Taxes, measures to "catch" low wages
Until March 31, individuals with an annual income over ALL 1.2 million will have to complete the individual income statement, otherwise they will be fined. But what is the purpose of completing this statement?
In the medium-term revenue strategy 2024-2027, it is said that one of the reasons is the investigation of evasions in the payment of contributions. For this reason, taxes will perform analysis from the DIVA statement, as this measure is also a condition of the Growth Plan.
Based on the DIVA Action Plan, 6708 non-compliant individuals have been identified for DIVA 2023 and sanctions have been given to them according to the law on tax procedures such as: blocking of bank accounts. Because of these measures, about 15 million ALL have been paid.
The General Directorate of Taxes will have a special focus on the identification of employees outside the payroll declared in the system. The Tax Administration will identify the highest clusters of possible informal work among labor force statistics that show real economic activity and the number of workers.
According to the document, the systematic matching of data with third parties, the Institute of Social Security (ISSH) and the State Inspectorate of Labor and Social Services (ISHPSSH) is also necessary to be effective in identifying unregistered taxpayers.
The large cluster of incomes declared at or below the minimum wage will also be part of the audits and investigated using analytical techniques.
In this regard, the General Directorate of Taxes will define and establish controls in the payroll declaration system that prevent the evasion of social security and health contributions.
It will create and update the risk criteria in the Risk Module related to avoiding the payment of social security contributions. Information will be obtained from the sectoral plans on the data and analyzes carried out. As well as, checks will be organized based on the conclusions resulting from cross-referencing the data.
