As a new law "On the energy performance of buildings" has been released for public consultation, civil society organizations have provided comments and suggestions for improving the draft and ensuring its implementation.

Through a joint statement, the organizations emphasize that the decarbonization of the construction sector is a matter of strategic importance for the green transition in Albania, so the need for a clear and applicable legal framework on the energy performance of buildings is essential.

Thus, as the draft law requires the drafting of a national Plan for the renovation of buildings, according to the organizations it is necessary to clarify the institutional structure that drafts, implements and ensures its monitoring, suggesting that the Energy Efficiency Agency and the National Agency for Territorial Planning could be 2 key institutions in this direction.

However, according to them, in the conditions of a marked lack of information on the current stock of buildings and the respective energy performance, it is not realistic for the National Document to define these standards. For this reason, it is recommended to implement Local Building Renovation Plans at the municipal level, where information and decision-making for residential and non-residential development is more effective.

The draft law also provides for the granting of grants, soft loans and other financial incentives for housing renovation, with the aim of saving energy and reducing emissions. Meanwhile, according to the organizations, there is a need for a more effective overview of the proposed financial support mechanisms.

"Also, we draw attention to the careful assessment of the necessary financial measures to implement the obligations that arise for the renovation of the residential housing stock, but also public buildings for the Local Government Units", - it is added further.

In this context, beyond the defined obligations and corresponding penalties, it is necessary to review the facilities and incentives for the necessary investments to achieve "emission-free buildings", given that even buildings owned by public authorities will have the obligation to emission free dog.

Another requirement is the conditionality for the certification of the energy performance of buildings that are rented or sold, it will have to be preceded by the increase in the number of current licenses of energy auditors.

The new law "On the energy performance of buildings" aims to decarbonize the building stock by 2050.
