The Economic Growth Plan, as the largest financial program of the European Union, has started its implementation in Albania. In partnership with the Embassy of the Kingdom of the Netherlands, the Institute for Cooperation and Development launched a new initiative that emphasizes close cooperation with the executive during the implementation of the Albanian Reform Agenda, promoting ownership and sustainability through active civic engagement and monitoring.

Reinout Vos – Ambassador of the Netherlands in Albania

"The Growth Plan is more than a financial instrument, it represents a transformative opportunity, where inclusiveness must guide every step of the process."

Krisela Hackaj – CDI Executive Director

"The Growth Plan is not only about funding, but the way the funds are distributed is what makes the difference. For us, this instrument should lead the country to better preparation for fulfilling the obligations of the Membership in the next Multiannual Financial Framework."

According to the chairman of the Committee for Economy and Finance, Eduart Shalsi, the parliamentary structures will be restructured and strengthened to achieve the objectives.

"To increase parliamentary oversight of reforms and to address Albania's increasing commitments towards EU membership by 2030, parliamentary structures will be restructured and strengthened."

In October 2024, the European Commission approved Albania's Reform Agenda (ARSH) within the Reform and Growth Mechanism (RMR), which includes 31 reforms and several investments, supported by a financing of 922 million euros. With 143 objectives related to the distribution of funds.
