The government has approved additional funding in the amount of 1.57 billion lek, or 16 million euros, for two projects of the National Cadastre Agency. Specifically, it is about financing the project "Digitalization of real estate cadastral data" and "Initial registration of cadastral areas".

Referring to the policy document "National Reform Agenda 2024-2027", the territory of Albania is divided into 3058 cadastral areas, where for 2763 cadastral areas (or 90% of the total cadastral areas), the initial registration process has been completed and for 295 the cadastral area has not yet been completed.

The government anticipates that 95% of the total number of cadastral areas will be completed by June 2026, and the percentage of cadastral areas remaining unfinished by then will be less than 5%.

According to the document, for those cadastral areas, where the initial registration has been completed, the digitization of the property cards and the scanning of the ownership titles is being done. This is considered necessary, because a significant part of the documentation for these cadastral areas is prepared manually and the ownership titles are physically deposited in the State Cadastre Agency.

Referring to the document, the initial registration in the Republic of Albania began in 1994, there are a total of 4,076,000 cards, and the ASHK database until May 31, 2024 includes 2,703,935 digital cards, but of this number, only 1 million cards digital (24%) are fully digitized, and the remaining number of about 1.7 million of cards (42%) will be re-digitized, because new manual transactions have been made over the years, but have not been reflected in these existing digitized cards.

Digitization of an additional 1,372,065 cards (34%), which have not yet undergone the digitization process, is also needed. Therefore, there are a total of 3,076,000 cards (76%), which are expected to be completed by June 2026.

The main goal is to achieve the reduction of time delays of cadastral services, the increase of efficiency, the provision of services by the Cadastre Agency, taking measures against corruption and bribery.
