The budget collected 754.6 billion lek in 2025/ Payroll tax and VAT led the increase in revenues

The state budget collected around 754.6 billion lek in revenue during 2025.
Total revenues were realized at 98% of the period plan and 99.7% of the annual plan according to the initial budget. Compared to 2024, about 44 billion lek were collected or 6.2% more.
Tax revenues collected by the tax administration (revenues from net VAT in the country, profit tax, personal income tax, national taxes), were realized in the amount of 256.5 billion lek, 29.1 billion lek or 12.8% more than January-December 2024. Compared to the plan, the collected revenues are 1 billion lek more.
Revenues from VAT collected (net) were realized in the amount of 68.5 billion lek, 8.9 billion lek or 14.9% more than the period January-December 2024, and with realization in the amount of +2.7 billion more than the plan for the period. Revenues collected from profit tax were realized in the amount of 58.5 billion lek, 1.6 billion lek, or 2.7% more than the period January-December 2024.
Personal income tax revenues amount to 82.5 billion lek, 16.4 billion lek or 24.7% more than the period January-December 2024.
National tax revenues amounted to 46.9 billion lek, 2.3 billion lek or 5.1% more than a year earlier. Revenues from Special Funds, which include social and health insurance revenues, were realized in the amount of 178.2 billion lek, 17.3 billion lek or 10.7% more than the period of 2024, and with a realization of 100.8% of the plan for the period.
Tax revenues collected by the customs administration (revenues from VAT on imports, excise duties, customs duties and mineral royalties) were realized at a value of 239.7 billion lek, 10.2 billion lek more than in 2024, a realization of 98.2% of the plan for the period.
Revenues from VAT on imports were recorded at 158.7 billion lek, or 4.4 billion lek more than the same period a year earlier.
Revenues from excise duty reached 69.6 billion lek, 6.2 billion lek more than in 2024-April.
Revenues collected from mineral royalties on exports, for the period January-December 2025, amount to 1.9 billion lek, while customs duties collected amounted to 9.5 billion lek.
Total public spending for 2025 reached about 801.7 billion lek, or about 73.1 billion lek more than a year earlier.
