Contract farming for Albanian farmers - Salla: Commercial receipts for production, more access to financing

From the small traditional farm to the modern farm connected to the market through "Contract farming".
This is the newest orientation that will be given to the agricultural sector in the country. The Minister of Agriculture, Andis Salla, has presented to the Parliament the draft law on “Commercial receipts on agricultural products”, which specifically regulates two financial instruments such as “commercial receipts on future agricultural products” and “commercial receipts on stored agricultural products”.
The purpose of this draft law is to provide as much financing in agriculture as possible, fast and fair payments to farmers for future and stored agricultural products, as well as the creation of a collateral system through future and stored agricultural products.
"This draft law fills a missing link, facilitates financing and provides more security to actors operating in the sector."
Referring to the draft, the procedure for issuing these commercial receipts is envisaged to be electronic, on the state platform "e-Albania", without fees, free of charge for all farmers, while at the same time carrying out the online registration as a security interest of these receipts.
While for registration, search and deregistration services in the Insurance Lien Registry, fees are applied according to the legislation in force. The primary effect, which is expected to be brought into effect by this draft law, will be the increase in financing in agriculture, the increase in the cultivated area in the country, the significant increase in the quantity and improvement of the quality of agricultural products, a better functioning of the entire chain of agricultural products, from the moment of planting seedlings/seeds to the moment of sale or processing of agricultural products.
