Debts for OSHEE invoices/ The stock of arrears reaches 80.44 billion lek
The total debt that customers have towards the Electricity Distribution Operator increased very slightly during the first 8 months of this year, compared to December 2024. According to official data from the Energy Regulatory Authority, the value of unpaid liabilities towards OSHEE from household customers, state institutions, water utilities and businesses by the end of August reached 80.44 billion lek, from 80.43 billion lek at the end of 2024. This trend in total debts comes as a result of the increase in unpaid liabilities from budgetary, non-budgetary and business customers. Meanwhile, the debt stock for household customers decreased.
Thus, the stock of arrears for family members decreased to 44.44 billion lek, from 45.48 billion lek. As for other clients, for the business category, the debt increased to 10.47 billion lek, from 10.34 billion lek at the end of last year. For state institutions, the level of unpaid energy bills at the end of August reached 5.1 billion lek, from 5.05 billion lek 8 months ago, while as for the non-budgetary category, which includes water utilities, arrears reached 20.42 billion lek at the end of August, from 19.54 billion lek at the end of 2024.
Electricity costs account for about 23% of the operating and maintenance costs in the water supply and sanitation sector, while 12 out of 17 utilities fail to cover these costs. This causes companies to rely on government subsidies or delay payments to the Electricity Distribution Operator, accumulating numerous debts. Previously, the Water Regulatory Authority has emphasized that each utility should draft specific studies on energy efficiency, as a way to reduce consumption and consequently the value of energy bills.
