Assets confiscated from crime/ Minister Koçiu: At the service of citizens

The Minister of Internal Affairs, Albana Koçiu, announced at today's press conference the initiative for the use of seized and confiscated criminal assets for the direct benefit of society. She announced that during the past year, as a result of the joint work of the State Police, the General Prosecutor's Office, the Special Structure Against Corruption and Organized Crime, and the National Bureau of Investigation, assets worth over 65 million euros have been seized or confiscated, the highest figure ever achieved in one year. According to her, this result is not a coincidence, but the fruit of the strengthening of investigative capacities, real and virtual, as well as of the increase in international cooperation, which has significantly improved the traceability of criminal assets.

The Minister emphasized that for years, despite the existence of legislation, there has been a lack of a clear mechanism for the administration and use of these assets. " Today we have established a complete legal framework and a functional mechanism, which enables the mobilization of confiscated assets for the benefit of social programs, victims of crime and communities in need ," said Koçiu.

During 2025 alone, 726 assets were seized, with a total value of over 6 billion lekë. Of these, 64 assets were confiscated and contributed to supporting 15 projects with social impact and direct services for the community, and were made available to 20 public institutions for the implementation of their programs. In addition, a legal basis has been created for the transfer of confiscated properties to local governments for housing people in need, as well as for the establishment of social or residential centers for victims of violence, crime and trafficking.

The Minister also announced the opening of a public call for civil society organizations and NGOs, with the aim of benefiting from confiscated assets for concrete projects in the service of citizens. In addition, the Ministry of Internal Affairs is working to expand this mechanism, aiming to finance projects for young people, especially for those who have been harmed or exploited by crime, with a focus on their empowerment, rehabilitation and removal from the paths of illegality.

Koçiu announced a new legal initiative being prepared by the Ministry of Internal Affairs to enable criminal assets to also go to support the families of State Police officers killed in the line of duty.

"The fallen force cannot be brought back, but their families deserve the solidarity, gratitude and full support of society. These benefits, which today are financed only by taxpayers, should and can also be financed by criminal assets," the Minister emphasized.
