300 million lek grant for startups in 2026 - State aid scheme for innovative enterprises approved

The government will financially support startups and their facilitators through 2026, through a state aid scheme in the form of grants, with a total fund of 300 million lek. The decision has been authorized by the State Aid Commission and the scheme will be implemented by the State Agency for Support and Development of Startups and Facilitators, under the responsibility of the Minister for Innovation. It aims to promote the development of innovative enterprises and strengthen priority sectors of the Albanian economy.
According to the decision, the number of beneficiaries will be from 51 to 100 entities, which will be selected through a competitive process. The funds will cover costs related to the establishment and operation of startups and their support structures.
In its assessment, the State Aid Commission analysed whether this measure constitutes State aid, taking into account criteria such as the use of State resources, economic advantage, selectivity and impact on competition. The Commission concluded that the scheme constitutes State aid, as it provides an advantage to a limited number of undertakings, but it is permissible as the positive effects on economic development outweigh the possible negative effects on the market.
Beneficiaries will have to sign the declaration, while the implementing agency will report annually on the financial impact and results achieved. Data on the implementation of the scheme will be stored for up to 10 years.
