AAPSK deepens regional cooperation, signs agreements with counterparts in Kosovo

The Agency for the Administration of Sequestered and Confiscated Assets (AAPSK), under the leadership of the Chief Administrator Risena Xhaja, held an official visit to the Republic of Kosovo, which was crowned with the signing of the Memorandum of Partnership and Cooperation between the Agency for the Administration of Sequestered and Confiscated Assets of Albania and that of Kosovo.
The memorandum, signed by Chief Administrator Risena Xhaja and the Acting General Director of the AAPSK in Kosovo, Alban Sutaj, constitutes a concrete step towards the institutionalization of bilateral cooperation in the field of management and reuse of assets seized and confiscated from criminal activity.
According to the Memorandum, the parties commit to building relations on the principles of equality, fair partnership, mutual assistance, transparency and shared responsibility for the results of cooperation.
The main goal is to strengthen institutional capacities in managing assets derived from corruption and other crimes, by exchanging best experiences and harmonizing practices with European standards within the framework of the integration process.
The Memorandum provides for the organization of joint seminars, conferences, forums and webinars; the creation of joint working groups; the exchange of practices on: the administration and management of seized and confiscated assets; forms of their alienation; social reuse of confiscated assets; asset valuation methodologies. The agreement also provides for the exchange of information (respecting data protection legislation); as well as assistance for cooperation with international organizations and foundations.
During the signing ceremony, the Chief Administrator of AAPSK, Risena Xhaja, emphasized the importance of this partnership:
"This Memorandum is not just a formal document, but a concrete platform to build a common regional model in the administration of seized and confiscated assets. Albania and Kosovo share common challenges in the fight against organized crime. Through this cooperation, we will increase efficiency, transparency and professionalism in the management of assets derived from criminal activity."
She underlined that coordination from the early stages of seizure procedures is essential to ensure the preservation of the value of assets and to maximize the public benefit from their confiscation.
For his part, the Acting General Director of AAPSK in Kosovo, Alban Sutaj, said:
“This partnership creates a solid foundation for long-term cooperation, enabling us to exchange expertise and improve our procedures for the administration, valuation and reuse of confiscated assets. Strengthening institutional mechanisms between our two countries is a direct investment in the rule of law.”
As part of the official visit, the AAPSK delegation was also received by the Prosecutor and Head of the Asset Recovery Office (ARO) in Kosovo, Mr. Bahri Hyseni.
Discussions focused on the importance of early planning and inter-institutional coordination prior to seizure; the exchange of operational information in order to preserve the value of assets; and the building of joint mechanisms for the effective management of cross-border assets.
The meeting emphasized that cooperation between asset management and asset recovery structures is crucial to ensure that confiscation does not remain just a criminal measure, but is translated into concrete benefits for the state and society.
The official visit of the AAPSK to Kosovo marks a new phase in the deepening of institutional relations between the two countries. The signed memorandum creates the basis for a sustainable model of cooperation, with a focus on professionalism, transparency and the most efficient use of confiscated assets in the public interest.
