77.3 billion lek for infrastructure and energy - Priorities 2027 -2029 / Focus on roads, water and renewable energy

The Albanian government has foreseen a budget of 77.3 billion lek, or about 2.8% of Gross Domestic Product, for the infrastructure and energy sector, according to the Priority Policy Document 2027–2029.
According to the official document, the government's short- and medium-term priorities in this sector focus on improving road infrastructure, expanding basic services, and transitioning to clean energy.
One of the main directions remains the expansion and rehabilitation of the national road network, while simultaneously moving towards performance-based maintenance models, an approach that aims to increase the efficiency and quality of public investments.
For water, the document envisages increasing access to drinking water and improving the sewage system, through a combination of public investments and reforms in the management of water supply and sewage companies. The government aims to standardize the governance of this sector, one of the most problematic at the local level.
Meanwhile, in energy, the emphasis is placed on increasing efficiency and the use of renewable resources, through the promotion of advanced technologies and the development of the energy market.
The Priority Policy Document 2027–2029 defines the main directions of public investments and is considered a key instrument for guiding the medium-term budget and implementing structural reforms in the country.
