62 complaints about public procurement in January - KPP Bulletin: Most of them are related to the evaluation of bids

The first month's bulletin of the Public Procurement Commission highlights a significant number of complaints about tendering procedures, highlighting problems in the process. According to the data, during this period, a total of 62 complaints about public procurement procedures were registered.
The vast majority of them, 54 complaints, are related to the bid evaluation phase, while only 8 complaints were filed at the stage of standard tender documents. Regarding the type of contracts, more complaints were registered for the supply of goods, with 34 cases. Services follow with 18 complaints and public works with 10 such complaints.
In the breakdown by contracting authority, the highest number of complaints was directed at local government institutions, with 22 cases. Joint-stock companies followed with 18 complaints and central government institutions with 13, while independent institutions had only 2 complaints. As for financial indicators, during the month, around 12.5 million lek were collected as guarantees for procurement procedures. Of these, 2.6 million lek were returned to economic operators after reviewing the complaints, while 8.6 million lek are expected to be paid into the state budget.
The bulletin's data shows that the main problems remain focused on the bid evaluation phase, highlighting the need for more transparency and standardization in public procurement procedures.
