44 million euros for the digital economy and society - Albania-EU Partnership for Digital Transformation
The financing agreement between Albania and the European Commission for the multiannual operational program for the digital economy and society has been submitted to the Parliament for ratification.
Referring to the document, the total estimated cost of this program is 44 million euros and the maximum contribution of the European Union to this program is 30 million euros, while 14 million euros are offered as co-financing by the Albanian government.
More specifically, the multiannual operational program for the digital economy and society, in favor of the Republic of Albania for the period 2024-2027, aims to advance the country's efforts to further pursue the digitalization process in three of the four pillars of the new Digital Agenda of Albania 2022-2026, and in parallel will support sectoral reforms and the approximation of national legislation with the EU acquis.
Furthermore, the program will help advance the social inclusion of low-income, rural and marginalized communities and Roma and Egyptian minorities. This program will also have a positive effect on ensuring better and fair access to quality healthcare and education within the framework of the right to privacy, having, among others, a positive impact on persons with disabilities.
According to the document, this program will be implemented under indirect management by the Republic of Albania. Digital transformation has been placed at the top of the Albanian government's political agenda.
The operational program will materialize by encouraging the establishment of such platforms and policies, for health and digital skills in education. ICT infrastructure will also be improved, for better services to society.
The program will provide support to healthcare delivery through the establishment of a new integrated national e-health network and Radiology information system. The inclusion of the population in the new integrated national e-health network will enable better diagnostics and a more effective and efficient working environment for healthcare provider personnel using the system. Furthermore, the new integrated national e-health network will provide more comprehensive, accurate and real-time health-related information that will enable better policy-making and research in health-related disciplines.
Meanwhile, for the management and implementation of the operational program, digital economy and society, new structures will be created within the managing authority and other agencies responsible for the areas of support that are the subject of this program.
