Additional 400 million euros in the budget - 11 months/What influenced the increase in revenues?

The state budget has collected 687.7 billion lek in the 11 months of the year, ensuring an increase in revenues of 39.7 billion lek or nearly 400 million euros compared to the previous year.
Preliminary data from the Ministry of Finance show that revenues have been realized at 99% of the plan for the period.
Tax revenues (revenues from domestic net VAT, profit tax, personal income tax, national taxes), for the period January-November 2025, were realized in the amount of 235 billion lek, 27.5 billion lek or 13.3% more than January-November 2024. Compared to the plan, the collected revenues are 1.9 billion lek more.
Personal income tax has been the item with the best performance, reflecting the expansion of the taxpayer base, the fight against informality and the increase in salaries in the public and private sectors. In the 11 months, 75.9 billion lek were collected from this item, or 26.2% more than the period January-November 2024, and 1.9 billion lek more than the plan for the period. Revenues from VAT collected (net) were realized in the amount of 63.6 billion lek, 8.9 billion lek or 16.3% more than a year ago, which also reflects increased consumption in the country. Revenues from social and health insurance were realized in the amount of 163.4 billion lek, 16.8 billion lek or 11.4% more than the period of 2024, and with a realization of 100.5% of the plan for the period. Revenues collected from profit tax amounted to 52.7 billion lek, or 3% more than the January-November 2024 period.
On the other hand, customs revenues (revenues from VAT on imports, excise duties, customs taxes and mineral royalties) were realized in the amount of 218.2 billion lek, 9.2 billion lek or 4.4% more than January-November 2024. From import VAT, 144.2 billion lek were collected, 2.7% more than the same period of the previous year.
Revenues from excise duties, for the period January-November 2025, were realized in the amount of 63.6 billion lek, 5.8 billion lek or 10% more than the same period of 2024. From mineral royalties on exports, 1.8 billion lek were collected and from customs duties, 8.6 billion lek.
Total public expenditures, for the 11-month period of 2025, reached about 638.6 billion lek with a realization of about 91% of the plan for the period. While capital expenditures resulted in about 76.6 billion lek, while compared to the same period a year ago this item resulted 20% higher or about 12.8 billion lek more. Capital expenditures were realized at about 65.2% of the annual plan.
