New prices, how much will vehicle customs cost? - References increase, threshold from 1600 to 10 thousand euros for cars

Used vehicles imported from various countries, such as Korea, China or Europe, will be cleared at new reference prices. The Ministry of Finance's instruction, published in the Official Gazette, "On the valuation of goods for customs purposes", now in force, also brings a significant increase in the reference prices for vehicle clearance.
For cars, the increase in minimum prices affects all engine displacement categories.
In the 2018 guideline, for vehicles up to 1400 cc, the minimum customs clearance value was 130 thousand lekë, while with the new guideline this value increases to 162.5 thousand lekë, or about 25% more. For the category over 1400–1900 cc, the minimum threshold increases from 200 thousand lekë to 250 thousand lekë, again reflecting an increase of about 25%. The same logic follows for the highest cylinder capacities: from 325 thousand lekë to 406 thousand lekë for the 1900–2500 cc segment, from 400 thousand lekë to 500 thousand lekë for 2500–3000 cc, from 500 thousand lekë to 625 thousand lekë for 3000–4500 cc and from 800 thousand lekë to 1 million lekë for vehicles over 4500 cc.
Likewise, the customs clearance reference for pickup trucks, vans, and trucks is also increasing.
In the 2018 guideline, for vehicles up to 1.5 tons, the minimum threshold was 400 thousand lekë, while the new guideline increases this value to 500 thousand lekë. For the 1.5–3.5 ton segment, the minimum value increases from 600 thousand lekë to 750 thousand lekë, while for vehicles 3.5–10 tons, from 850 thousand lekë to about 1.06 million lekë.
For trucks weighing 10–15 tons, the threshold increases from 1 million lek to 1.25 million lek and for those over 15 tons from 1.2 million lek to 1.5 million lek.
The increase in reference prices is expected to have an effect on the increase in final prices for used vehicles that are imported and seen in the domestic market. On the other hand, this policy also favors the purchase of zero-mileage vehicles from local dealers.
According to data from the General Directorate of Road Transport Services, for the period January-November 2025, 89,654 vehicles were registered for the first time, of which 73,066 were cars. Over 55.2% are 8-15 years old, 25% over 15 years old, 5.1% 5.7 years old, and 14.7% 0-4 years old. South Korea is at the top of the list in terms of imports, followed by Germany, Italy, China and Switzerland.
