2 million euros from salaries go to municipalities - Normative act/ Two salary bonuses for firefighters in 16 municipalities
The government has allocated a significant budget of funds to local governments with the recent budget changes made through a normative act. This is because a large portion of municipalities continue to have financial problems.
Thus, referring to the normative act, municipalities will receive 2 million euros of the portion of the allocated taxes that are transferred to the local budget, as a result of the high realization of personal income tax.
This will bring more funding to the local budget, to enable the provision of more public services to citizens.
Likewise, the unconditional sectoral transfer for the Fire Protection and Rescue function has been increased by around 1.5 million euros, to support municipalities in providing compensation to employees engaged in extinguishing fires during the summer months. Thus, 16 municipalities in which there has been a high intensity and duration of fires are allocated funds for two compensation salaries and other municipalities are allocated funds for one compensation salary for fire protection employees. The Municipality of Tirana is not included in this budgetary support, because this municipality has great fiscal potential to generate income from local taxes and fees. The revenues of the Municipality of Tirana in the last three years account for an average of around 58% of the total revenues of the 61 municipalities in the country.
The government has also decided to increase by around 750 thousand euros as an unconditional general transfer to cover the costs of activities and functions for several municipalities that have not achieved sufficient revenue levels, so as not to jeopardize the provision of necessary public services.
Also, 440 thousand euros go as an unconditional sectoral transfer for the functions: preschool education; fire protection and rescue. These funds are increased for some municipalities, in order to meet national standards for these services.
On the other hand, funds have been reduced by 4.7 million euros in foreign and local financing due to the non-full implementation up to this period.
