"13 thousand working pensioners, exemption from contributions" -

Pensioners who are receiving their pension but are still active in the labor market should be temporarily exempted from contributions. This is the latest initiative by the opposition submitted for discussion in parliamentary committees.

Specifically, it is requested that beneficiaries of old-age pensions who continue to be employed and beneficiaries of old-age pensions who exercise self-employment activities, commercial activities according to the legislation of merchants and commercial companies, licensed and regulated professional activities, or craft activities be exempted from the obligation to pay mandatory social security contributions in the pension branch.

The draft law clarifies that there are currently 13,000 active pensioners in the labor market and that the exemption only applies to social security contributions in the pension branch and does not extend to other legal obligations arising from the employment relationship or economic activity.

It is also proposed that the period during which pensioners benefit from this relief will not be counted as an insurance period for additional benefits, recalculations or additions to the existing pension.

The proposal is that this exemption be made for a temporary period of 4 years and after the end of the 4-year period, the obligation to pay contributions be reinstated according to the law in force.

The measure aims to ease the financial burden for active retirees and encourage their participation in the labor market and solve a social problem related to their discouragement from working due to the double contributory burden.

According to the document, this measure will bring increased economic formalization, increased tax revenues, and indirectly expanded the contributor base.

A draft law is currently being discussed for amendments to the "law on income tax", which proposes that income from pensions and other similar rewards, received from a foreign country, according to the legislation of that country, by individuals who are tax residents in the Republic of Albania, be exempt from personal income tax.

With this initiative, the government aims to return Albania to a preferred residence destination for foreign retirees and the Albanian diaspora, promoting what is called the "silver economy".
