11 vacancies for senior managers in 2026 - Administration opens doors to candidates outside the public system

The government has decided to open the direct admission procedure to the Corps of Senior Management Civil Servants for candidates outside the civil service for 2026. The decision foresees the development of a national competition for 11 senior management positions.
The decision stipulates that candidates from outside the civil service must possess a master's degree and have at least 3 years of work experience in middle management positions in public institutions, second-tier banking institutions, commercial companies considered as large businesses or non-profit organizations with at least 5 years of activity. For candidates who have worked in international institutions, abroad, or exercise regulated professions, a minimum of 5 years of experience is required. Candidates must not have any legal proceedings or disciplinary measures in force.
The opening of the TND to candidates from outside the administration is seen as a change in the state's approach to human resources management, aiming to bring in expertise from outside the public sector.
In parallel, the Council of Ministers has also approved the annual recruitment plan for the state administration for 2026, which foresees a total of 1067 vacant positions. Of these, 752 are in the executive category, 205 in the lower management category and 99 in the middle management category. Filling these positions will initially be done through parallel movement within the administration, while only the remaining vacant positions will be opened to candidates from outside the civil service.
