10 million euros from the occupation of public spaces - Record figure in 2024, income from cleaning fees also increases
In recent days, the government has launched an action to free public spaces from businesses, focused mainly on coastal municipalities, but also wider.
But what about the revenues that municipalities in the country collect from local fees for occupying public spaces?
Official data from the local finance report for 2024 analyzed by SCAN TV show that the level of income from local fees for the occupation of public spaces has increased significantly from year to year, which has not only come from the level of the fee, but also from the increase in the areas occupied by businesses in these spaces. Specifically, from 5.7 million euros collected in 2020, there has been a progressive increase from year to year, registering at 10 million euros, or almost double in 2024.
Meanwhile, the increase compared to 2023 is 8.8%. In the total revenues collected by municipalities, this tax accounts for about 2.3% of the total.
The public space occupancy fee is paid for the use of public spaces for business purposes, tents, awnings, tables, generator placement and is calculated as a monthly or annual fee according to categories. This fee is applied based on the area per m2, duration, type of activity, municipality and city area. Each municipality has its own decisions regarding the level of the fee it applies.
In the Municipality of Tirana, fees for occupying spaces or sidewalks for commercial purposes range from 100-800 lek/m2/day.
In the Municipalities of Durrës, Elbasan, Shkodër, Vlora, an average of 100-400 lek/m2/day is applied.
On the other hand, although there are numerous complaints about waste management, the revenues collected by municipalities from cleaning and hygiene fees are recorded at 59 million euros in 2024, a record figure for the last 5 years.
In the total revenue structure, this accounts for 13.3 percent, while compared to the previous year, it has increased by 24.3%.
