Kosovo, new sanctions against Russia and Belarus/ The acting government approves

Kosovo has taken punitive measures against Russia, due to its war against Ukraine. The acting government, at its last meeting, tightened sanctions against Russia and Belarus, in line with the decisions of the EU and the US. Acting Minister of Internal Affairs, Xhelal Sveçla, says that this decision comes as part of Kosovo's commitment to support Ukraine and to harmonize policies with international partners.

"In order to support the opposition to the aggression of the Russian Federation against Ukraine, in accordance with the measures and sanctions of the EU and the US, the MFA proposes for consideration and approval the decision on the implementation of the 15th, 16th, 17th and 18th packages of EU sanctions against the Russian Federation as well as the relevant additional measures. On December 16, 2024, the Council of the EU adopted the 15th package of sanctions against the Russian Federation. This package includes economic and individual restrictive measures aimed at further limiting Russia's ability to wage its illegal, unprovoked and unjustified war of aggression against Ukraine," said Zvečla.

The 15th package of measures, adopted in December 2024, included asset freezes and travel bans for 54 individuals and 30 entities, as well as new restrictions on the so-called Russian shadow shipping, with 52 vessels listed, as well as export bans on dual-use technology. Additional measures affected the energy sector, transit, and services that help evade sanctions, while sanctions on Belarus and the occupied territories were aligned with those on Russia. Meanwhile, the 16th package of measures, adopted in February 2025, added 48 individuals and 35 entities to the blacklist, as well as a ban on the import of aluminum from Russia, targeting 74 more vessels, bringing the total to 153.

The EU adopted the 17th package in May, focusing on hybrid threats such as disinformation and cyberattacks. The 18th package was adopted in July and included strong economic measures. This package reduced the price of Russian crude oil from $60 to $47.60 per barrel, with reviews every six months. Kosovo aligned itself with the West shortly after Russia launched a full-scale invasion of Ukraine in February 2022, imposing sanctions on Moscow.
