From next October 1, diesel cars that meet the Euro 5 standard will no longer be able to circulate freely in Lombardy, Piedmont, Veneto and Emilia-Romagna, in municipalities with a population of more than 30 thousand inhabitants. This will apply at least on weekdays, from 8:30 to 18:30 and until April 2026.

The provision requires the regions of this zone to adopt strict measures to combat air pollution, also in response to European procedures against Italy. In the meantime, these areas are trying to implement maneuvers to allow the circulation of Euro 5 diesel cars, compensating with measures targeting emissions from industries, agriculture and public transport.

According to the latest data on the vehicle fleet circulating on Italian roads, there are 1.25 million vehicles with an emission standard of Euro 4 or lower, equal to 37.9% of the total. Of these, more than 223 thousand are Euro 0 and 1, the categories with the highest emissions. Furthermore, 35.9% of the cars have been circulating on the roads for over 15 years.

Currently, in Piedmont there are 236 thousand Euro 5 vehicles (8% of the regional car fleet), more than 340 thousand in Veneto, 484 thousand in Lombardy, where the measure will affect cities such as Milan, Bergamo, Brescia, Como, Cremona or Monza, and around 270 thousand in Emilia-Romagna.

The measure could be blocked at parliamentary level, with the Chamber of Deputies having the possibility of making changes to the Infrastructure decree. "We are working to cancel the ban on cars with Euro 5 diesel engines. It is one of the works of the von der Leyen Commission, which approved that economic-industrial nonsense called the Green Deal," declared Matteo Salvini, Minister of Infrastructure and Transport.

"Next year, citizens will no longer be able to use millions of vehicles, these are the real problems. The consumer does not want electric cars at the moment, so the market must decide," he said.

The decree approved by the executive on May 19, 2025, requires a 60-day wait for the conversion, so by July 19, owners of Euro 5 diesel cars will be aware of their fate.
