Albania not only leads the region in terms of approximation and implementation of legislation with the European Union on chapters related to the Green Agenda, exceeding the EU average in this group, but also stands as the only economy that has gained ground relative to the European Union in terms of renewable energy, over the past few years.

According to the latest report by the Organization for Economic Co-operation and Development (OECD) on the economic convergence of the Western Balkans with the European Union, out of the five economies that experienced divergence instead of convergence, four recorded a decline of more than 10 points relative to the EU average.

Albania is the only country that has performed better in the region and the only economy that achieves carbon emissions intensity levels below those of the European Union.

As of February this year, only Albania, North Macedonia and Serbia have successfully adopted a National Energy and Climate Plan. The region’s high carbon dioxide (CO2) emissions are largely attributed to its heavy reliance on fossil fuels for energy production, with coal accounting for more than 60% of energy production in Kosovo, Serbia and Bosnia and Herzegovina. Albania is an exception, says the OECD, relying exclusively on renewable energy sources.

About 90% of the installed capacities for renewable energy production are hydropower plants and the remainder are wind power plants or photovoltaic parks.

The OECD states, among other things, that economies such as Albania and Kosovo have created strategic frameworks for sustainable transport, setting targets for reducing emissions in different modes of transport. Many economies have put in place measures to promote low- and zero-emission vehicles, including tax exemptions and subsidies for the purchase of electric cars in Serbia and the construction of charging infrastructure in Albania, North Macedonia and Serbia.
