Many of the world's richest countries, including the United States and Japan, are backing away from their commitments to global development, according to a recently published study.

The Commitment to Development Index assesses the 38 largest economies based on more than 100 indicators, to analyze how their policies affect the poorest countries in areas such as development financing, investment, migration, trade, environment, health, security and technology.

Sweden, Germany, Norway and Finland maintained their positions at the top of the ranking, which is published every two years by the Center for Global Development. The United Kingdom moved up two places to fifth, but that is based on data before the announcement of a 40% cut in foreign aid.

Meanwhile, the United States fell two places to 28th. However, this does not reflect the billions of dollars cut from aid funds since Donald Trump came to power.

The rankings come as South Africa prepares to host the G20 summit this weekend, where it will hand over the presidency to the United States. Trump, who has slashed US foreign aid and closed USAID earlier this year, will not attend the first G20 summit in Africa. Aid and development financing have been cut by many economies in favor of increased defense spending.

However, the index also reflected some positive aspects. More than three-quarters of countries reduced their emissions over the period 2019-2023, although China's expansion raised the global rate. More countries have also accepted migrants and refugees. But the report noted that, despite improvements in immigration or the environment, the overall trend is negative, as arms exports, trade barriers and fossil fuel subsidies are on the rise.
